The Supreme Court supervised the lower courts and applied the law, as established by the Constitution or as interpreted by the Supreme Soviet.
The Supreme Soviet, which had an elected chairman who functioned as head of state, oversaw the Council of Ministers, which acted as the executive branch of the government.

Stalin took naval strategy into his own hands but never divulged any strategic precepts or plans to his naval leaders, who in fear of Stalin& wrath dutifully adapted themselves to the imposed scheme, several falling to the purges anyway.
