He stressed again that the White House wants to focus on immediate needs and that anything else was not open for discussion since "we have not reached the point where we can assume that the Russians will not meet their commitments".
James Sensenbrenner opened the hearings by admonishing the White House that it is a standing Committee rule that witnesses are to submit their prepared testimony to Committee staff at least 48 hours in advance of the hearing - not late the night before, as was the case for this hearing.
