As established by the Texas Constitution, a senator must be at least 26 years of age, a citizen of Texas five years prior to election and a resident of the district from which elected one year prior tlink titleo election.
A representative must be at least 21 years of age, a citizen of Texas for two years prior to election and a resident of the district from which elected one year prior to election.
Like most state legislatures, it consists of two chambers: a Senate and a House of Representatives.

The charter established a bicameral legislature composed of a House of Representatives of from forty-five to ninety members who were elected from counties, cities, or towns for two-year terms and a small Senate of nineteen to thirty-three members elected from districts for four-year staggered terms so that one-half were up for election every two years.

Regardless, the judge left it up to the legislature, and this is the best they could do.
