FRUS, 1961-63, Vol. IX: Foreign Economic Policy: Section 16
Khrushchev raised with Secretary Freeman/6/ the question of Soviet purchase of a larger number of fertilizer plants in the United States and the Soviet Ambassador recently indicated to Thompson that he understood his Government was expecting an answer to this approach.
Because of Congressional interest and concern with the decision, President Kennedy reported the reasons not to prohibit wheat sales to the Soviet Union and other East European countries in a letter to President of the Senate Lyndon B. Johnson and Speaker of the House of Representatives John W. McCormack on October 10.
The Senators who had accompanied him to Moscow had mentioned the matter and Senator Williams of Delaware had asked for an assurance that the test ban pact had not been accompanied by an understanding on a trade agreement.

Communist Bloc Expansion in the Early Cold War: Challenging Realism, Refuting Revisionism
Given his actions to hide Soviet acts of patronage elsewhere, in all probability Stalin ordered his ambassador to remain very publicly and idiosyncratically with the Nationalists in order to give the impression to the West that he was not interested in or directly involved with the CCP victory: to cover his tracks, so to speak.
This aid and support, particularly in the early stages of the revolution, "radically affected the outcome of the Civil War."(51)
As traditionalists assumed, Stalin and Mao became emboldened when they concluded from the lack of a U.S. response in China that the United States was unwilling or unable to act.

The Yugoslav government established itself as a neutral state during the Cold War, and the country was one of the founders of the Non-Aligned Movement.
Although it was a Communist state, its leader, Marshal Tito, came to power through his efforts as a partisan resistance leader during World War II, and thus he was not installed by the Soviet Red Army, and he owed the Soviet leadership no allegiance.

Putin Urges Ex-Soviet Bloc to Preserve CIS (phillyBurbs.com) Europe
MOSCOW - Russian President Vladimir Putin on Sunday urged other leaders in a 12-nation ex-Soviet bloc to preserve the troubled Commonwealth of Independent States, as Ukraine's president said there was little use for the organization without major reform.
Aliev was boycotting because of the attendance of Armenian President Robert Kocharian, and because Sunday is a day of mourning, marking a key battle during the six-year war between Armenia and Azerbaijan over the disputed enclave of Nagorno-Karabakh.
But on Sunday he said that six decades after the end of what Russia terms the Great Patriotic War, the fraternity the peoples of the Soviet Union felt as they fought in World War II was still palpable today.

If his scope is broad, it is also deep, comparing the countries on output, liberalization, stabilization, privatization, social welfare, state intervention, and political participation.
He argues that rapid reform strategies have produced the best results, while gradual reform has been co-opted by rent-seeking elites, leaving those countries stalled economically and politically.
More than twenty nations emerged from the strictures of communism in the last decade, creating a virtual laboratory of social reconstruction as their governments launched market-oriented systemic reforms.

You have to remember that there were fundamental differences between China and the former Soviet Union -- the Chinese state was strong enough to undertake reforms, whereas the Soviet state was not -- Gorbachev could not get anything done without democratization, and when he tried to democratize the state collapsed.

Leftist intellectuals in America now look to Europe &; steeped for years in anti-American propaganda from the Soviet Union — for "a sane and frank European criticism of the Bush administration's war policy." Indeed, anti-Americanism in Europe today is almost as ferocious as it was during Vietnam.
