The Republic of Somaliland is the former British Somaliland Protectorate from the 1880s to 26 June 1960 when it became the independent "State of Somaliland." Many countries formally welcomed the new state.
Since then, Somaliland has established a bicameral parliament, an independent judiciary and a government headed by a President.
Parliamentary elections will be held this year as well.

This is now thought to be the decisive turning point that will reopen all the international checkbooks and ensure that the stream of foreign aid comes back.
The minister of defense is a person who failed to become elected as Puntland’s president two years ago and who was also forced to abdicate from the traditional leadership position he held up to that point.
This decision also gained impetus from the first Djibouti conference in 1991, where yet another southerner had been proclaimed president.

The State of Somaliland was an independent African state, albeit, for a brief period, in 1960, and had its own Constitution, legislature, executive and judiciary.
There is no “federation” of states in Somalia.

The Republic of Somaliland (which isn't recognized as independent by the independent nations) has a National Charter (Constitution).
So this flag did not belong to any party but to the SNM that Mr Egal wasn't even a member of and by the way Mr.Egal passed away on May 2002 in Pretoria, South Africa and buried at his home port city of Berbera.
Perhaps this was the Party flag (or an version of it) of the current president Egal.
