Liberal democracy is, strictly speaking, a form of representative democracy where the political power of the government is moderated by a constitution which protects the rights and freedoms of individuals and minorities (also called constitutional liberalism).
An illiberal democracy is a political system where democratic elections exist, and the government is elected by a democratic majority, but is not restrained from encroaching on the liberty of individuals, or minorities.
One is to argue that the presence of a constitution in many democratic countries acts as a safeguard.
