Former hard-line prime minister wins first round of Slovakia's presidential election
Ivan Gasparovic, who left Meciar's Movement for a Democratic Slovakia in 2002 to form his own party, was second with about 22.3 percent of the vote.
Vladimir Meciar, whose rule was criticized by Western leaders for its lack of democracy and rule of law, won 32.7 percent of the vote in his bid for the mostly ceremonial presidency, said Ladislav Jaca, a central election commission official.
He is popular among elderly voters, who have suffered in the reforms Slovakia since has gone through.

Without a doubt, his election to the presidency will have consequences.
The outcome of the election has shown that some populist groups and politicians have joined the EU thinking that they are capable of winning elections.
The EU and many in Slovakia are ill at ease with the success of Gasparovic - a politician who had recently disregarded fundamental standards of democracy and the rule of law.

Election shock rocks Slovakia - (United Press International)
Worse, government officials may have confused voters by asking them to boycott a referendum being held simultaneously calling for early parliamentary elections.
By midmorning on Sunday it had become clear that authoritarian former Prime Minister Vladimir Meciar had come first, by a mile, and one-time party colleague Ivan Gasparovic, a man almost as deeply implicated in the political scandals of the 1990s as Meciar himself, had come second just ahead of Eduard Kukan, the government candidate.
In a new democracy this may have been a major tactical mistake, especially since the referendum would have needed the accompaniment of an improbable three-fifths majority in parliament to force new elections in any case.

Vladimir Meciar, the heavy-handed independence leader, dominated domestic politics until his defeat in the September 1998 election.
The four-party centre-right government coalition lost its parliamentary majority in December 2003, following the defection of seven MPs, led by Ivan Simko, a former defence minister who broke away from the senior party in the government after being removed from his post.
The president, directly elected for the first time in May 1999, approves legislation but wields little domestic political power.

President Rudolf Schuster has announced his decision to merge the referendum on early elections with the first round of the presidential elections, to be held April 3.
Coalition parties have reacted angrily, accusing the president, who only recently announced that he would run for re-election, of trying to win the votes of those who are in favour of eliminating the current cabinet.

Yet Meciar’s strong showing can only attest to his political acumen and to his potential success in future elections.
Judging by his past, Schuster will be an uncontroversial president working mainly behind the scenes with foreign dignitaries and businessmen.
Just as the battle of Lepanto in 1571 provided for a decisive triumph for the West, so has the presidential election for the Western oriented forces in Slovakia in 1999.

It is led by Hamid Majid Mousa, who served on the Governing Council and as minister of culture on the interim government.
The party, while small, ran one of the more organized campaigns in the election, and its list of 257 candidates was the longest of any party.
In the 2004 National Assembly election, the People's Union received just under 70,000 votes, or about 0.8% of ballots cast, earning them two seats in the transitional Iraqi National Assembly.

 Eduard Kukan: Information From Answers.com
Eduard Kukan (born December 26, 1939) is the Minister of Foreign Affairs of Slovakia.
He was a candidate in the presidential election held on April 3, 2004, and although pre-election polls had suggested he would come in first, he actually came in third behind former prime minister Vladimír Mečiar and Ivan Gašparovič, thus preventing him from contesting the run-off.
Kukan graduated from The Moscow State Institute of International Relations in 1964, where he has also gained an excellent command of the Swahili language.

BRATISLAVA : Voting wrapped up in Slovakia's presidential election and a referendum on whether to call early parliamentary elections in order to oust the government.
Although there are 11 candidates on the ballot, the presidential election is widely expected to be a two-horse race between Foreign Minister Eduard Kukan, 64, and controversial 61-year-old former prime minister Vladimir Meciar.
For the referendum on early general elections to be valid, more than half of Slovakia's 4.2 million eligible voters would have to turn out -- a level many observers were sceptical would be reached.

As the 2004 Presidential election nears, the issue of human cloning and embryonic stem cell research is under intense ...
This week, Dr. David Prentice, Senior Fellow for Life Science at Family Research Council met with a variety of yet undecided countries to gain support of a global ban on human cloning.
Some U.N. countries, including the Muslim bloc, have expressed the desire to delay a decision on the global ban, until after the U.S. elections.
The United Nations, headed by Secretary General Kofi Annan is currently debating two proposals: one from Costa Rica and supported by the U.S. and sixty-two other countries that would ban all human cloning, and another from Belgium and twenty-one other countries that would allow cloning of human embryos but not their transfer to a womb.

Gasparovic wins Slovakia presidential poll. 18/04/2004. ABC News Online
Wary diplomats who once shunned Slovakia for anti-democratic policies when Mr Meciar ruled and Mr Gasparovic was at his side as parliamentary speaker, said deeds, not words, were needed to allay fears that he will hinder Slovakia's integration with the EU and the NATO security alliance, which it joined last month.
Slovaks dealt a knockout blow to hardline nationalist former prime minister Vladimir Meciar in a presidential election, choosing the more moderate Ivan Gasparovic just weeks before joining the European Union (EU).
The election run-off that excluded the pro-Government early favourite Eduard Kukan, reflects a broader rise of populist forces in new EU members, which analysts say may complicate the bloc's functioning after enlargement.
