In November 1998 the Westminster Parliament passed the Scotland Act, as it did a Wales Act also, and it received Royal assent; the first elections to the Scottish Parliament are to be held on May 6, 1999.

in the first half of the 12th century and his grandson, King William the Lion, convened the "Curia Regis" - an early form of parliament, though there was no question of the participants being elected.
This established what became known as the "Three Estates" - nobles, senior clergy and burgh commissioners.
In Scotland, the first reference to the King's High Court of Parliament does not occur until 1293 although the term "parliament" was first recorded in 1235.

The Blair, government elected in 1997, made devolution and a new Parliament for Scotland a priority, following a Royal Commission Report in 1973, a failed referendum in 1974 and the recommendations of the Scottish Constitutional Convention in 1989.
Parliament House, behind St. Giles Kirk, provided a base until it was suspended following the Act of Union (1707).
This British parliament included 72 Scottish members by 1885, but was still dominated by the landed gentry.

A First Minister (equivalent to a Scottish prime minister), with a main office in St Andrew's House, is drawn from the majority grouping within the parliament, and relevant ministers sit with their UK government counterparts at negotiating meetings in Brussels whenever Scottish interests are affected.
It comprises 129 members and was created by the November 1998 Scotland Act, which was passed following the Scottish electorate's overwhelming approval of government proposals in a referendum on devolution held on 11 September 1997.

As Secretary of State for Scotland and then First Minister in the devolved Scottish Parliament, it was he who chose the site, found the architect and above all decided that it had to be pushed through at breakneck speed.
According to the White Paper for the Scotland Act, it was going to cost about £10 million to refurbish an existing building for the Scottish Parliament and up to £40 million for a new building on a brownfield site.

Police were said to have later questioned the petitioner, who later revealed he had been sentenced to six years in prison for attempted murder, claiming that two officers, who gave evidence against him, were Freemasons.
An inquiry by the Home Affairs Committee of the British Parliament in 1998 concluded that there were a "large number of freemasons within the criminal Justice system," but said that the numbers in themselves give "no general cause for concern."
Convener Michael McMahon said there had been a number of petitions on the topic in the past and had referred them on to the Justice Committee, which then carried out a full inquiry.
