Jacques Santer (born May 18, 1937) is a politician from Luxembourg.
Santer became head of the European Commission in 1995 as a compromise choice forced by the United Kingdom.
An investigation into allegations of corruption concerning single EU-commissioners led to the resignation of the entire commission March 15, 1999 (see Santer Commission Resignation).

According to this principle, the Commission's decisions are supposed to be reached jointly and to be externally represented and justified in unison.
The President of the Commission is appointed by the heads of government to which the European Parliament has had to give its approval since 2000 – as mentioned above in part 1.
It had rather been influenced by political decisions within the member states, as the member states themselves are responsible for the appointment of the Commissioners together with the President of the Commission.

A strong Commission acting in the interest of the Union and all its members states can act as a counterpoint to the power of the larger members states.
The Commission has until now been appointed by the Council, which is made up of elected representatives who are directly connected to their electorates by virtue of mandates received in national elections.
Since the nomination of the President of the Commission will have been specifically approved, not only by the member Governments but by a vote in the Parliament before the other members of the Commission are appointed, the effect of this provision should be to strengthen the political authority of the President vis-à-vis the other members.

Santer reportedly pleaded with Cresson to resign, and tried to convince both the French President and Prime Minister, Jacques Chirac and Lionel Jospin, to urge to her to do the same, but was rebuffed by all three.
The major surprises were the resignation of the Commission on March 16, necessitating the nomination of a new Commission president, and the war in Kosovo (NATO's air campaign was launched on March 24).
It has been suggested that the lack of an apparent ideological divide is in part to blame for voter disinterest, although the more frequently blamed culprit is the recent Commission scandal that forced the resignation of the Santer Commission in March and reinforced perceptions of EU corruption.

For democrats, the European Parliament’s decisive role in prompting the resignation of the Commission vindicated that political supervision can and should work in the European Union.

Mr van Buitenen, who was elected in last June's European Parliament elections, has criticised the European Commission for its lack of reform after the fall of the previous Santer Commission in 1999.
The woman behind the alleged fraud - former commissioner Edith Cresson - was last week cleared from criminal proceedings, and has denounced accusations made against her, notably by Mr van Buitenen, as "gossip" that had been whipped up into "a climate of hysteria".
Mr van Buitenen also raised doubts about the Commission's pledge for "zero tolerance to fraud" and questioned Commission Vice-president Neil Kinnock's administrative reforms.

In 1993, the Maastricht Treaty established an Ombudsman's office to investigate citizens' complaints about EU maladministration and instructed the Commission and the Council of Ministers to adopt rules on public access to documents.
Should the Parliament and Council adopt the Commission's proposal, there probably won't be a document in the EU's possession that couldn't legally be withheld from public scrutiny.
Although the treaty gives EU citizens a right of access to documents, that right was made subject to "general principles and limits on grounds of public or private interest," to be laid down in a regulation drafted by the Commission.
