The legal basis for the elections was the Law on the Elections of the Fifth Saeima adopted on October 20, 1992.
Saeima is a unicameral parliament consisting of 100 members who are elected in proportional elections, with seats allocated to political parties which gain at least 5% of popular vote.
The Saeima reinstated the Satversme and the 1925 Law on the Structure of the Cabinet of Ministers, adopted the Citizenship Law and the Anti-Corruption Law, implemented local government reform, and ratified the agreement on the complete withdrawal of the Russian armed forces from Latvia.

 THE CONSTITUTION OF
Saeima, or by the President, the Prime Minister, or a Minister.
Saeima may remove judges from office against their will only in the cases provided for by law, based upon a decision of the Judicial Disciplinary Board or a judgment of the Court in a criminal case.
Saeima, by not less than a two thirds majority vote, determine a law to be urgent, the President may not request reconsideration of such law, it may not be submitted to national referendum, and the adopted law shall be proclaimed no later than the third day after the President has received it.

After confirmation by the Saeima, the judge of the Constitutional Court shall swear before the President of State the oath prescribed in the Law "On Judicial Power".
This Law was adopted by the Saeima on June 5, 1996.
Three judges of the Constitutional Court shall be confirmed upon the recommendation of not less than ten members of the Saeima, two — upon the recommendation of the Cabinet of Ministers, but two judges of the Constitutional Court — upon the recommendation of the Plenum of the Supreme Court.

The President, elected by the Saeima, is the Head of State and appoints the Prime Minister, whose task it is to form the Cabinet of Ministers (Government).
Each of the eight parties elected to the Saeima in 1993, were asked to nominate a member to sit on the CEC, along with one Supreme Court justice.
The Saeima did this by allowing the eight parties elected in 1993 to nominate one member each to the CEC, in addition to the one representative from the Supreme Court.

The Saeima reelected President Guntis Ulmanis in a competitive election in June 1996.
Elections for the 100-seat Parliament (Saeima) held in the fall of 1995 and for municipal council elections in March were free and fair, but the election law barred some citizens from competing due to prior activity in pro-Soviet organizations or lack of fluency in the state language.
The popular mayor of Daugavpils, Aleksei Vidavskiy, had been charged in court with violating this provision, but was acquitted in February, a decision subsequently upheld in the Supreme Court in August.

He was to have the right to dissolve the legislative assembly and to force the resignation of the whole cabinet or a single minister.
This branch also exercised control over the executive in that the president was elected by the Saeima, and could be dismissed from office by two-thirds vote of all the deputies.
As the Saeima was dissolved, its powers and functions now reverted to the Council of Ministers until the reform of the constitution could be carried through.

Following the vote in the Saeima, Bekasovs  announced his attention to challenge the decision at the Constitution Court as violating his rights to the freedom of speech.
In 1995, during the fifth parliament, the Saeima adopted an amendment to the 1991 law without having carried out any research and without justification, stipulating that in the basic schools of national minorities (which cover grades 1 to 9) Latvian had to be taught, while two additional subjects had to be taught in Latvian.
When numerous MEPs, and not just from the left, protested his removal, one right wing Latvian Observer, Juris Dobelis, wrote the following bizarre defence of his government’s anti-democratic action:

Should the Saeima consent to an instigation of criminal prosecution against the Ombudsman, his/her powers shall be suspended until the moment the court judgement in the respective criminal case comes into force or the criminal case against the Ombudsman is closed.
Draft laws may be submitted to the Saeima by the President, the Cabinet or committees of the Saeima, by not less than five members of the Saeima, the Ombudsman, or, in accordance with the procedures and in the cases provided for in this Constitution, by one-tenth of the electorate."
(2) The Ombudsman shall have the right to report to the Saeima, parliamentary commissions, the President, the Cabinet of Ministers, institutions of state administration and international organisations on specific issues.
