Russian legislative election, 2003 - Wikipedia, the free encyclopedia
Legislative elections were held in the Russian Federation on December 7, 2003.
At stake were the 450 seats in the State Duma (Gosudarstvennaya Duma), the lower house of the Federal Assembly of Russia (The legislature).
Even the formal figure of 221 seats for United Russia is an underestimate, because most of the minor party and "independent" members are in fact clients or supporters of President Putin.

In a national or regional election the ideal is that if half of the voters vote for candidates from a particular party, then that party should win at least half of the seats in the legislature—there should be a high degree of what political scientists call ‘proportionality’.
In Tasmanian and ACT elections, for example, voters must allocate a number of preferences at least equal to the number of parliamentarians to be elected.
In the 2001 British election, for instance, the counting of 31187 votes for six candidates in the seat of Sunderland South was achieved 43 minutes after the close of polls.
