Armand Jean du Plessis, Cardinal Richelieu - Wikipedia, the free encyclopedia
Cardinal Richelieu was the French chief minister from 1624 until his death.
Richelieu soon rose in both the Church and the state, becoming a cardinal in 1622, and King Louis XIII's chief minister in 1624.
Soon after he returned to his diocese in 1608, Richelieu was heralded as a reformer; he became the first bishop in France to implement the institutional reforms prescribed by the Council of Trent between 1545 and 1563.

Richelieu - the story of his political career and his personal qualities
Richelieu had to struggle during his whole career in order to gain control over the judicial system and finally succeeded when an ordinance was issued in 1641 which forbade the Parlement in future to occupy itself with political concerns.
The greatness and admiration of Richelieu do not come only from his ideas on government comprehensibility, intelligence and progressiveness but also because during his time as a minister he was able, to great extent, to fulfill his clear-cut plan to create the strong state and the absolute monarchy.
Richelieu followed the traditional logic of absolute monarchy and reinforced the system of penetration into the provincial administrative structure by creating officers answerable to the Crown, who would duplicate and gradually absorb the function of revenue-raising, defense, police and the courts.

 CATHOLIC ENCYCLOPEDIA: Cardinal Richelieu
From 1622 Richelieu was proviseur of the Sorbonne, and was in virtue of this office head of the Association of Doctors of the Sorbonne.
Contrary to the theories which he had maintained in his discourse of 1614 he considered, now that he was a minister, that the needs of the State constituted a case of force majeure, which should oblige the clergy to submit to all the fiscal exigencies of the civil power.
When Maria de' Medici escaped from Blois in 1619, Richelieu was chosen by the minister Luynes to negotiate for peace between Louis XIII and his mother.

Richelieu, by vigorous and effective measures, succeeded in breaking the political power of the great families of France—making the king an absolute ruler—and in establishing France as the first military power of Europe.
Reconciliation in 1622 brought him a cardinal's hat, and in 1624 he became King Louis XIII's chief minister.
After 1630, when Marie de Médicis unsuccessfully intrigued to have her former protégé removed from his position, Richelieu was the virtual ruler of France.

Cardinal Richelieu is one of the best known and most studied statesmen in European history; his Spanish contemporary and rival, the Count-Duke of Olivares, one of the least known.

This book also offers insights into 17th-century Europe and the nature of power and statesmanship.
