Once the lower house has passed a motion of no confidence in the government, the government must immediately resign or submit itself to the electorate in a new general election.
In his report, one of his recommendations was that colonies which were sufficiently developed should be granted "responsible government", a term which specifically meant the policy of British-appointed governors bowing to the will of elected colonial assemblies.
The first instance of responsible government in the British Empire was achieved by the colony of Nova Scotia in January-February 1848 through the efforts of Joseph Howe.

Properly, however, as used by those who gained it in Canada, it meant a government responsible to the representatives of the people, ie, an executive or Cabinet collectively dependent on the votes of a majority in the elected legislature.

When the current government lost the first motion that specifically stated that the House had no confidence in the government and Paul Martin refused to go to the Governor General to seek a dissolution of Parliament, he effectively killed the principle of responsible government that has served Canada well for over 150 years.

On February 17, 1933 the British government issued a Royal Warrant appointing a Commission of three to "examine the future of Newfoundland and in particular on the financial situation and the prospects therein." Britain's nominee on the Commission was William Warrender MacKenzie, Baron Amulree, a Scottish lawyer and former Labour politician.
The creation of a special Commission of government, which would be presided over by the Governor, would be vested with full legislative and executive authority, and would take the place of the existing Legislature and Executive Council.
Governor Sir John Middleton replied to the Assembly that it had no constitutional right to question the accuracy of the minutes, a reply which avoided the central issue for Middleton of having to admit that he may have been duped by the cabinet into signing incorrect minutes.

The BNA Act defined the powers of the federal and provincial governments and became the constitution of the new country.
It was established in St. John's in February 1947 in response to Joseph Smallwood's suggestion in the National Convention* that Newfoundland enter confederation.
The Ottawa delegation of the National Convention negotiated proposed terms of union in 1947, and the Commission of Government appointed a group of Newfoundlanders to negotiate final terms of union after confederation won the referendum in July 1948.
