Chen is the first president from the Democratic Progressive Party (DPP), a party founded in the 1980s with the aim of declaring Taiwan an independent nation-state, as opposed to the current ROC constitution in which Taiwan is a Chinese province.
Chen felt obliged in his inauguration speech to appeal for "reconciliation" and "rationality" by the opponents of his presidency.
In the weeks leading up to the inauguration, the Chinese regime had insisted that Chen, because of his political background, publicly state his adherence to the "One China" policy—the stance that the island of Taiwan is an inseparable part of the Chinese nation that must ultimately be reunified to the mainland.

Chiang resigned as President (and Vice President Li Tsung-jen became Acting President) on January 21, 1949, as KMT forces suffered massive losses against the communists in the Chinese Civil War.
Chiang returned to China in 1910 and became prominent in the movement to overthrow the Qing Dynasty.
His name used to be officially written in the ROC as "The Late President (space) Lord Chiang" (先總統 蔣公), where the one-character-wide space showed respect; this practice lost its popularity after Taiwan's democratization in the 1990s.

Although a strong advocate of Taiwan independence, Chen moderated his independence stance during his campaign and repeatedly stated during his campaign and in his inaugural speech in May 2000 that as long as the People's Republic of China doesn't attack Taiwan, he would never declare independence.
Despite receiving more votes both in absolute and in percentage terms than his 1994 campaign, Chen lost this position in 1998 to the KMT's rising star Ma Ying-jeou in large part because the KMT was able to get the support of New Party supporters.
His opponents hope that the 2004 election will be a repeat of the 1998 mayoral campaign.

On the front you see a portrait of Sun Yat-sen the first president of the Republic of China.
I found it interesting to see the American Bank Note Company printed the bill.
This interesting bill "Promises to pay the bearer on demand at its office here five hundred customs gold units." The picture on the back shows the headquarters of the Central Bank of China in Shanghai.
