 Joseph Chamberlain - Wikipedia, the free encyclopedia
In his early years he was a radically minded Liberal, a campaigner for educational reform and became President of the Board of Trade.
He resigned the mayorship when elected as one of Birmingham's MPs in 1876, and swiftly rose through the parliamentary ranks, becoming President of the Board of Trade in the government of William Gladstone in 1880.
After a tour of South Africa, he resigned in 1903 to lead a campaign for tariff reform, supporting a protectionist system of "Imperial Preference" in which tariffs would be levied against imports from outside the British Empire.

Frederick John Robinson, 1st Earl of Ripon (November 1, 1782 - January 28, 1859), known as Frederick John Robinson (until 1827), Viscount Goderich (1827-1833), and Earl of Ripon (1833 onwards), was a British statesman and Prime Minister.
After studying at Harrow and Cambridge, Robinson entered parliament in 1806, and served in various minor positions in the government of Lord Liverpool, including Treasurer of the Navy, from which position he sponsored the Corn Laws of 1815, before entering the Cabinet in 1818 as President of the Board of Trade.

In 1914, on the outbreak of war, the President of the Board of Trade, John Burns, resigned and Runciman was appointed to succeed him.
Shortly after the agreement was signed, Chamberlain reshuffled his Cabinet and appointed Runciman as Lord President of the Council, a post he held until the outbreak of the Second World War.
It was felt prudent to balance the key Cabinet committee that would take the decisions on tariffs and so Runciman was appointed President of the Board of Trade once more, in the belief that he would serve as a counterbalance to the protectionist Chancellor of the Exchequer Neville Chamberlain.
