 The Executive President
If the President is unable to perform his duties due to illness or absence from the country, the Prime Minister will be appointed to exercise, perform and discharge the powers, duties and functions of the President.
A Minister of the Cabinet will then be appointed to act for the Prime Minister.
The President has the right to attend, address and send messages to Parliament at any time.

After Dec. 2001 elections, Ranil Wickremesinghe, a longtime bitter rival of President Kumaratunga, was sworn in as prime minister.
In Nov. 2003, President Kumaratunga wrested some powers away from Prime Minister Wickremesinghe, fired several of his ministers, and declared a state of emergency because she was convinced that the prime minister was too soft in negotiations with the Tigers.
In Feb. 2004, the president dissolved parliament and called for elections in the hope of further eroding the prime minister's power.

She stepped down as prime minister 08-10-2000 and was suceeded by Ratnasiri Wickremanayke who was, of course, appointed by her daughter, the Sri Lanka president.
(It is modeled after the French parliamentary system with the president being the elected supreme officer who appoints the prime minister unlike the better known British system.
She was on her way home after having cast her vote for her daughter in the national elections.
