The Usher of the Black Rod, an official of the Senate, formally summons the Commons to the Senate.
According to Section 17 of the Constitution Act, 1867, Parliament consists of three components: the Sovereign, the Senate, and the House of Commons.
In 1991, however, the powers of the Speaker of the Senate were expanded, moving his or her position closer to that of the Speaker of the House.
