On Aug. 11, Britain's secretary of state for Northern Ireland, John Reid, suspended the power-sharing government for one day, a move that allowed Protestant and Catholic politicians six more weeks to negotiate before British authorities would be required to call for new elections to the assembly.
Following a period of guerrilla warfare between the nationalist Irish Republican Army (IRA) and British forces, a treaty was signed in 1921 creating the Irish Free State from 23 southern counties and 3 counties in Ulster.
In June 1998, voters chose the 108 members of the Northern Ireland Assembly, the locally elected government.

Britain and Ireland are the co-sponsors of the Northern Ireland peace agreement, and Prime Ministers Tony Blair and Bertie Ahern issued a joint statement Monday saying that ending paramilitary activity had become the defining issue.
The legislature had been threatened with collapse by the decision of Protestant unionist politicians to resign their offices on Tuesday and to end their cooperation with their Catholic republican counterparts because of evidence that the Irish Republican Army was still engaged in military activity while its political party, Sinn Fein, was taking part in government.
Unionists and republicans blamed each other Monday for the latest crisis in the effort to bring settled politics to the conflicted province, but British and U.S. officials left it clear in separate conversations that they faulted Sinn Fein and its inability to curb recent IRA provocations.

The Assembly elections of 1998 constituted a new beginning for Northern Ireland because, for the first time since 1973, they were about electing an Assembly, and indirectly an Executive, in the changed context of local politicians being empowered to govern important policy jurisdictions (with other functional areas to follow if cross-community consent proved viable).
The 2003 ‘second’ election to the Northern Ireland Assembly will make history simply for the fact that the Assembly has remained in existence (even if currently suspended) long enough to justify a second election.
In 1998 it is clear that nationalists voted overwhelmingly for the new institutions, while the unionist community was fairly evenly divided, though with a slight plurality voting in favour of the Agreement.
