George Forbes, the Prime Minister from 1930 until 1935 and United Party Leader opened the conference which formed the National Party in May 1936 and was Leader of the Opposition and the New Zealand National Party until October 1936 when Adam Hamilton was elected as the Leader of the New Zealand National Party.
The coalition went into the New Zealand general election 1935 under the title the National Political Federation, a name adopted to indicate that the new group would serve New Zealanders from all backgrounds (in contrast to the previous situation, where United served city-dwellers and Reform served farmers).
This, along with perceptions that he was too much under the control of Coates and a lack of real support from his party colleagues, saw Hamilton fail to prevent Labour's reelection in New Zealand general election 1938.

The 412 Clause Bill was presented to the Parliament by National’s new Minister of Justice, Josiah Ralph Hanan, who as a consistent opponent of capital punishment reserved the right to vote against the death penalty clause in the bill that bore his name.
It could not be reformative unless the sentence was commuted and retribution of this nature had no place in New Zealand criminal law.
Upon attaining office, the country’s first Labour Government, (1935 – 49) commuted all death sentences to life imprisonment in their 1941 Crimes Amendment Act reduced the penalty for murder to life imprisonment with hard labour.

1931 elections, but the ongoing economic troubles made the government deeply unpopular, and by the time of the 1935 elections, Labour's support was soaring.
1928 elections left United and Reform with an equal number of seats, United managed to obtain support from the growing Labour Party, but in 1931, the worsening depression prompted a dispute over economic policy, and Labour withdrew its backing.
