The dissolution of the Bundestag by President Horst Köhler was upheld by the Constitutional Court, affirming its ruling in 1983.
The constructive vote of no confidence (in German: konstruktives Misstrauensvotum) is a specialty of the 1949 German constitution, the Grundgesetz (Basic Law).
In 2005, Chancellor Gerhard Schröder, after a string of defeats of his party, the SPD, in state elections also used a staged loss of a motion of confidence to call for early elections.

Pro-Kremlin members of the State Duma backed off Tuesday from a move that could eventually have forced President Vladimir Putin to choose between dismissing his Cabinet and dissolving parliament.
The pro-Putin Unity party announced that it would not participate in a vote set for Wednesday on a Communist-sponsored motion of no confidence in the government.

Russia's lower house of parliament agreed Tuesday to vote later this month on a no-confidence motion in the government of Prime Minister Mikhail Kasyanov.
