Minority government - Wikipedia, the free encyclopedia
A minority government or a minority cabinet is a cabinet of a parliamentary system formed by the leading political party when it has won a plurality but not a majority of seats in the parliament.
Most recently, in 2004, the Liberals were elected into a minority government; it lasted to the end of 2005, when on 28 November it lost a vote of no confidence and was dissolved the following day.
This is because the system heavily biases the vote towards increasing the number of seats of the top two parties and reducing the seats of smaller parties, a principle known in political science as Duverger's Law.

A minority government occurs when no political party succeeds in winning a majority (over fifty percent) of the seats in an election.
Five minority governments were headed by the Liberals, and three were headed by the Progressive Conservatives.
In Canadian federal elections, when this happens the Governor General normally asks the leader of the party that won the most seats to form the next government.
