The Lithuanian SSR was renamed the 'Republic of Lithuania' again, and on March 11, 1990 all legal ties of sovereignty were cut with the Soviet Union as Lithuania declared the restitution of its independence.
The Lithuanian Soviet Socialist Republic, short: Lithuanian SSR (in Lithuanian: Lietuvos Tarybų Socialistinė Respublika, short: Lietuvos TSR) was the name given on July 21, 1940 to Lithuania, after communist rule was forced upon Lithuania following the Soviet invasion of June 15, 1940.
In comparison with other parts of the USSR its economy fared better and today Lithuania remains one of the wealthiest of the formerly Soviet-controlled states.

As a result of the reorganization, an Administration of Cellulose and Paper Industry, a subdivision of the Lithuanian SSR Economic Council, has been established in Kaliningrad; it will oversee all cellulose and paper plants in Lithuania and the Kaliningrad Oblast.
This reorganization, directed from Moscow and evidently without consultations with the authorities in Soviet Lithuania, notably expanded the jurisdiction of the Economic Council of the Lithuanian SSR and required certain changes in the administration of industry of the Kaliningrad Oblast.
In other words, "the economic leadership of the industries, which were under the jurisdiction of the former Kaliningrad Oblast Economic Council, has been delegated to the Economic Council of Lithuania."

People of all ethnic groups residing in Lithuania must observe the Fundamental Law of the Lithuanian SSR and other laws, protect Lithuania's state sovereignty and territorial integrity, contribute to the establishment of an independent, democratic state in Lithuania, and respect Lithuania's state language, culture, traditions, and customs.
This is a painful process, but is real and should be taken seriously by all foreigners who wish to understand what Lithuania is trying to accomplish, not only for Lithuanians, but for the benefit of all of the people of Lithuania.
When necessary, citizens of Lithuania may be sent abroad to study.

I was aware at the time that Mikhail Gorbachev had decided to let Latvia, Lithuania and Estonia fly their 1918 national flags, in addition to their S.S.R. flags.
The emblem of the SSR was probably introduced 1940 and replaced by the current arms 20 September 1991.
The Lithuanian national flag was definitely made by the same source in the USSR as the others, and before 1990.
