If the head of state of a republic is at the same time the head of government, this is called a presidential system (example: United States).
This time the influence of the political thinkers, like Locke, on the emergence of republics in America and France soon thereafter was unmistakable: Separation of powers, Separation of church and state, etc were introduced with a certain degree of success in the new republics, along the lines of the major political thinkers of the day.
For instance the United Provinces: after the Oath of Abjuration (1581) the Duke of Anjou and later the Earl of Leicester were asked to rule the Netherlands.

The first Republics were established shortly after October Revolution of 1917.
Main article: Politics of the Soviet Union According to the most recent Soviet Constitution of 1977, the Soviet Union theoretically was a federal state consisting of fifteen republics joined together in a voluntary union and the government had a federal structure (see Constitution of the Soviet Union).
At that time, republics were technically independent one from another but their governments acted in close coordination.

The flags of the Republics were supposed to be used by goverment only, but were in practice used widely (most of the companies and buildings were owned by the state [or society, as it was called], so they had right to display the flags, anyway).
It was not so unusual to see in public places displayed all of the flags of Republics in a circle, and state and Party flags in the middle.
In some towns the town flag would be added also (again as a rule, with a red star), but it was not so often (I remember Zagreb and Rijeka were doing so, Rijeka was special in displaying five flags in rows on the lightpoles: Yugoslav, Croatian, Party's, Italian and the town flag).
