Exchanging one master (the wealthy oligopoly) for another (the state monopoly) is not what libertarian socialists advocate.
Second paragraph - first sentence (decentralize power and authority) and fist part of second sentence (liberty) were redundant as this had just been said and individual freedoms is again referred to at end of second sentence.
This is anarco-communism, and just like any other form of communism, leads inevitably to a totalitarian state.

American anarchists such as Benjamin Tucker, Lysander Spooner, Josiah Warren, and Bolton Hall called themselves socialists.
Greatly influenced by Pierre-Joseph Proudhon, they advocated free banking without charging interest, an end to the monopoly of government-issued currency, the abolition of patents and copyrights, producer cooperation (cooperatives), the abolition of regulation and state ownership of monopolies, and land ownership based solely on use and occupation without government deeding.

The Libertarian or sometimes-called "anarcho-" capitalist movement was a reaction from the political right-wing against US president FDR's sweeping social democratic laws passed as a response to a powerful labor movement in the 1930's.
Libertarian Socialism is an anti-authoritarian form of socialism and the main principles are liberty, freedom, the right for workers to fraternize and organise democratically, the absence of illegitimate authority and the resistance against force.
In current society, the individual worker is separated from her or his fellow workers and not permitted to organise against his or her own exploitation...

 I.1 Isn't libertarian socialism an oxymoron?
Thus to be a true socialist requires you to be a libertarian, to be for individual liberty and opposed to inequalities of power which restrict that liberty.
Indeed, attempts to associate socialism with the state misunderstands the nature of socialism.
For if the state owns the workplace, then the producers do not, and so they will not be at liberty to manage their own work but will instead be subject to the state as the boss.
