Just a week earlier, on July 9, NALC President William H. Young testified before the subcommittee and urged it to approve the bill.
This grievance, which arose in Lynnwood, Washington, involved a one-hour shuttle run from the main post office to a satellite station.
The American Postal Workers Union intervened in this case in support of NALC's argument that local past practice controlled the outcome of this case, even though its member stood to lose the disputed work.
