Jean-Pierre Raffarin - Wikipedia, the free encyclopedia
Jean-Pierre Raffarin served as the Prime Minister of France from May 6, 2002 to May 31, 2005, resigning after France's rejection of the referendum on the European Union draft constitution.
On March 30, 2004 Jean-Pierre Raffarin tendered the resignation of his government to president Jacques Chirac, who immediately re-appointed him prime minister, with the delegation to form a new government.
However, after Mr Raffarin resigned, he said his decision was not based on the outcome of the vote.

Raffarin, a moderate right-wing senator and head of the Poitou-Charentes regional council in western France, will now form a government that will be at the center of the conservative campaign to win parliamentary elections on June 9 and 16.
Though the son of a former government minister, Raffarin has a grass-roots image that has become his trump card as voters turn against the capital to demand more power at the local and regional level and politicians who understand their concerns.
The announcement came barely an hour after Jospin tendered his resignation and that of his government during a 13-minute morning visit to the Elysee Palace offices of Chirac, with whom he spent five years sharing power in an awkward "cohabitation".

BBC NEWS World Europe Profile: Jean-Pierre Raffarin
Mr Raffarin stressed the need for French politicians to deliver after the shock success of far-right leader Jean-Marie Le Pen in the presidential elections, and following his coalition's landslide in legislative elections he pledged to live up to voters' demands.
Although a minister for small businesses in the 1995-1997 government of Alain Juppe, Mr Raffarin has nonetheless made much of his credentials as a grass-roots politician.
We will act with firmness and with openness."

Monsieur Nice Woos the Lower Class
The dynamic forces in the country are the provinces, Raffarin says, having noticed that the call for a move to the Right in this year's elections, including law and order, anti-immigration policies and pension reform, came from a reactionary senior-citizen vote outside the capital.
Jean-Pierre Raffarin, France's new Prime Minister, has a mission to court humble folk in the provinces.
Indeed, Raffarin, a centralist, has been criticised for his 'ostentatious humility'.

When Raffarin became prime minister in June 2002, he was initially admired for his accessibility in a country where powerful officials often remain aloof.
They highlight bickering between Raffarin and high-profile ministers, often speculating on who might replace him.
But ironically, given that Raffarin is a former marketing man, his government has been woe-fully maladroit at communicating its programs and proposed solutions to the public.

 Bell is Tolling for Raffarin
Most of the prime ministers' 19 cabinet ministers who are running in the regional elections fared badly; one, the civil service minister Jean-Paul Delevoye, in Nord-Pas de Calais, suffered the ignominy of being beaten into third place by the National Front candidate.
The stinging rebuke delivered to Jean-Pierre Raffarin and his centre-right government in the regional elections on Sunday will probably cost the French prime minister his job, analysts and commentators have said.
Voters sent a clear signal of disappointment at France's steadily rising unemployment and anger at the government's cost-cutting reforms in sensitive areas like education, healthcare and pensions that left Mr Chirac facing some difficult decisions on the interrelated futures of Mr Raffarin, his centre-right cabinet, and its budget-squeezing reform plans.

In the presidency's first comment on the elections, Chirac's office said he was "working with the Prime Minister (Jean-Pierre Raffarin) on decisions he will take over the next few days," Reuters reported.
The defeat, Chirac's first national test since he and his party swept presidential and legislative polls in 2002, marked a dramatic turnaround from a year ago, when he won praise within France for his opposition to the U.S.-led war in Iraq.
Daily newspapers on both sides of the political divide said the government would be forced to change course and even discussed the possibility of an early general election.
