Soong was born in Hunan Province in mainland China.
Soong travelled to the United States for graduate school and received an M.A. in political science from the University of California, Berkeley in 1967 and an M.S. in library science from the Catholic University of America in 1971.
James Chu-yu Soong (宋楚瑜 Wade-Giles: Sung Ch'u-yü; pinyin: Sòng Chǔyú; born March 16, 1942) is a politician in the Republic of China on Taiwan.

The PFP had greater numbers than the NP and once controlled more seats in the Legislative Yuan (46) but it was a one-man party built not so much on solid principles as on the hope that James Soong would become President and re-carve the political pie in their favor.
In the recent December 3rd three in one elections for mayors and county leaders, Soong had made the statement that in a spirit of mutual respect, the KMT should back down and let the PFP candidates win some, especially in Keelung.
It achieved a high-water mark when it gained 21 seats in the Legislative Yuan but it soon fell to only one seat by the 2001 elections.

Although in a democracy the people have the right to vote as well as not to participate, Soong and his party should be ashamed for actually urging voters not to participate in the referendum.
The fact that they did not pursue this issue in court leaves suspicion that the PFP is politicizing this to favor its position in the upcoming election, instead of really caring about the people of Taiwan.

"However, if Soong mentions the 10-point agreement to the other side of the Strait, and says that [the consensus] represents President Chen's stance, I think no one will argue against it, since the 10-point consensus was signed by President Chen and PFP Chairman Soong," Huang said.
