 Glossary
The imperial household minister was never a member of the cabinet and the Kunaisho was administratively separate from the government (and thus, theoretically, removed from politics).
This was a senior official in the Kunaisho who served as the emperor's chief political advisor and the liaison between the Imperial Court and the government.
Currently it is composed of the prime minister (as chair, ex-officio), the president and vice-president of the House of Councilors, the speaker and vice-speaker of the House of Representatives, the chief judge and one other judge from the Supreme Court, the grand steward (the head of the Kunaicho), and two members of the Imperial Family.

The president of the conference is the Prime Minister of Great Britain, but the conference is called at the instance of the Secretary for the Colonies, and the mechanism, the secretariat of the conference, is under the latter's supervision.
In passing, I may say that provision was made by the Imperial War Cabinet whereby any of the British Dominions might have a minister of its Government present at all sessions of that Cabinet, between its plenary sessions, dealing with war matters.
It was called by the Prime Minister of Great Britain, and the subject matter that was taken up and reviewed by the War Cabinet differed essentially from the subject matter that came before the Imperial Conferences.

The conference adopted the BALFOUR REPORT, which led to the passage of the STATUTE OF WESTMINSTER in 1931, establishing the right of the Dominions to full legislative autonomy.
But there was no Imperial War Cabinet this time, no Commonwealth consensus on the need to strengthen ties.
When David Lloyd George became British prime minister in late 1916, he immediately convened an Imperial War Conference and created an Imperial War Cabinet, 2 separate bodies which met in 1917 and 1918.

The issue of information monopoly, previously raised by Commonwealth delegations at pre-war Press Union conferences, was recast along broader East-West and North-South polarities, with the Press Union focussed on the former and the United Nations on the latter.
Murdoch himself had accepted the post of Minister of Information with the Curtin wartime administration in Australia, only to find that the opposition of his newspaper associates to wartime press controls placed him in an invidious position; he decided to resign when his own legislative drafts were not well received by the industry.
The tendency among British Commonwealth countries and territories to invoke wartime or arcane restrictive legislation was perceived by the Press Union as an on-going threat to press liberty, especially in an era of postcolonial uncertainty.

However, the 'consent' of the Parliament was delayed under four Prime Ministers: James Scullin, Joseph Lyons, and the brief terms of Robert Menzies and Arthur Fadden.

The army and navy ministers and chiefs of staff in August 1945 equated kokutai with the emperor's right of supreme command, the mechanism by which they controlled the armed forces.
In the early morning hours of August 10 they made their decision and over the next four days crafted the myth that the emperor had saved the nation by his heroic intervention in favor of peace.
But some cabinet ministers and members of a cabinet advisory committee, composed largely of the leaders of big business, revisited the Potsdam Declaration, arguing that it had been a mistake to postpone acceptance of its terms.

For example, clause XVII of the Extradition Treaty between Chile and Great Britain of 26 January 1897 provided that the treaty shall be applicable to the colonies of Her Britannic Majesty so far as the laws in such colonies allow.(31) The Extradition Act 1870 (UK) implemented extradition treaties both in Great Britain and the colonies.
This power evolved not through constitutional amendment, but through decisions made by the Imperial Conference and the development of convention and international recognition.
Prime Minister Hughes claimed victory for Australia in the removal of this clause from the final draft of the treaty.
