FrontPage magazine.com :: Quantifying Immigration Reduction by Robert Locke
Now the average level of immigration for the whole of American history prior to the disastrous 1965 Immigration "Reform" Act was about 200,000 per year.
The 1965 Immigration “Reform” Act that created the current mess was accompanied by the promise that it would not result in significant numbers of immigrants, so we have no excuse not to realize that the opposition is systematically dishonest about this issue.
Even if we decide that historically normal levels of immigration are desirable, we still have to deal with the fact that immigration is a cumulative process and therefore we have to deal with the effects of past excess immigration first.

Yet, among advocates for immigration reduction in the 1980s and 1990s were some major liberal figures, such as former three-term Colorado Governor Dick Lamm and former U.S. Senator Eugene McCarthy, who renounced the 1965 immigration law he had helped enact.
The Census Bureau showed that if Congress did not change immigration policy, the bloc of recent immigrants and their descendants would be more than a third of all Americans by the year 2050.
Of particular interest may be determining the role of foundations during the mid-1990s when Congress almost approved immigration reductions that would have started the United States on the path toward a stable population.

MacDonald's main thesis centers around the period preceding the all-important 1965 Immigration Act when strict, country-of-origin based quotas existed, mostly favoring immigration from Europe.

According to MacDonald, while most of the ethnic communities in that period were somewhat active in trying to affect the increase of immigration quotas from their own countries of origin (i.e.

 Chinese Immigration
The Civil Rights movement in the 1960s, particularly the enactment of the Civil Rights Act of 1964 and the Immigration and Nationality Act of 1965 brought in a new period in Chinese American immigration.
Throughout this period of immigration Chinese Americans were confined to segregated ghettos, called Chinatowns, in major cities and isolated regions in rural areas across the country.
Under these new laws, thousands of Chinese people came to the United States each year to reunite with their families and young Chinese Americans mobilized to demand racial equality and social justice.

As a result of this xenophobia, restrictive immigration laws were passed to reduce the "foreign element" in American society.29 Literacy was a requirement in a 1917 law which severely hampered Portuguese immigration because Portuguese illiteracy was at 80%.

The 1965 Immigration Act: Anatomy of a Disaster: When will we value our national interest?
This discussion of the 1965 immigration act is about legal immigration only and does not address the shameful "look the other way" approach to the army of border crashers each year.
Born of liberal ideology, the 1965 bill abolished the national origins quota system that had regulated the ethnic composition of immigration in fair proportion to each group's existing presence in the population.
In 1965, Senator Hugh Scott, R-Pennsylvania, opined, "I doubt if this bill will really be the cause of crowding the present Americans out of the 50 states." Yet half-a-million native Californians fled the state in the last decade, while its total population increased by three million, mostly immigrants.
