The Senate is the smaller of the two houses of Congress.
This provision is a holdover from the time when senators were not directly elected and citizens rejected the practice of "taxation without representation", one of the primary grievances that led to the American Revolution.
This separation is achieved symbolically in the Constitution itself (which describes each branch in a separate article) and in the physical locations of the headquarters of each branch in Washington, D.C.--the legislative in the Capitol; the executive in the White House; and the judicial in the Supreme Court Building.

Hoyer coy on floor votes=The Hill.com=
House Minority Whip Steny Hoyer (D-Md.) yesterday apparently disagreed with his boss, Minority Leader Nancy Pelosi (D-Calif.), saying that in principle he did not object to the tactic of holding floor votes open longer than the allotted 17 minutes.
Leaving himself room to maneuver should his party regain the majority, Hoyer was at pains to adopt a position that would inoculate him from accusations of hypocrisy as he also sought to make a distinction between what he called “abuses of power” and “corruption” by Republicans.
In his weekly press briefing, the No. 2 Democrat directed his ire toward Republicans, whom he accused of rank hypocrisy for employing the kind of heavy-handed floor tactics that such GOP bomb-throwers as then-House Minority Whip Newt Gingrich (R-Ga.) rode to the speakership by criticizing in the early ’90s.

At the end of June 1994, there were 68 congressional seats around the country considered competitive — open seats contested by first-time Republican and Democratic candidates, or seats in which a vulnerable incumbent faced a strong challenge.
It's not because the party isn't fielding great candidates, or because the GOP has done a bang-up job of running the chamber, but with redistricting schemes having stacked the cards in the Republicans' favor, it's been tough to see how Dems could gain the requisite seats.
Of those competitive seats, Republicans had to win at least 38 to take the House, which they did.

Chief Deputy Whip Eric Cantor (Va.), the only House GOP member who is Jewish, disputed the possible effect that Hoyer’s efforts might have on the voting habits of Jewish voters.
