Devolution - Wikipedia, the free encyclopedia
This demand led to the eventual introduction of four Irish Home Rule Bills, of which only the last two were approved by the British Parliament, and only the final one was enacted: the Government of Ireland Act 1920.
1912: Third Irish Home Rule Act passed (as the Government of Ireland Act 1914) but never came into force, due to the intervention of World War I (1914–18) and of the Easter Rising in Dublin (1916).
This Act created the parliaments of Northern Ireland and Southern Ireland — although the latter did not in reality function and most of Ireland became the Irish Free State in 1922 after the Anglo-Irish Treaty.

 Charter
Palm Beach County shall be a Home Rule Charter county, and, except as may be limited by this Home Rule Charter, shall have all powers of county self-government, granted now or in the future, by the constitution and laws of the state of Florida.
Amendments to this Home Rule Charter may be proposed by the Board of County Commissioners by an affirmative vote of at least four (4) members, subject to approval by the voters of Palm Beach County in a referendum.
Nothing in this Home Rule Charter shall override or conflict with state law or the state constitution.

Home Rule Charter for Allegheny County
The basic concept of home rule is relatively simple: the authority to act in local affairs is transferred from state law to a local charter, adopted and, as need be amended, by the voters through referendum.
The voters approved the charter and the Allegheny County electorate chose a County Executive and County Council in November 1999.
Allegheny County sought and was granted this option for adopting its home rule charter because a previous effort had already provided the required study of the county’s government mandated by Act 62.

 Home Rule
Importantly, the home rule amendment does not prohibit the legislature from delegating to cities and villages authority over public policy matters that are of statewide concern.
In Ekern, the court found that a state law limiting the height of buildings in first class cities to 125 feet was a local affair under the home rule constitutional amendment and, as a result, the city of Milwaukee could exempt itself from that state law by adopting a charter ordinance to that effect.
Although case law provides that the home rule constitutional amendment be given liberal construction in matters of local affairs, as can be seen in City of Madison v.

Handbook of Texas Online: HOME RULE CHARTERS
With the birth of the republic, the municipality became the county and the urban regions began to be incorporated, first by the Texas Congress and, after 1845, by the state legislature.
The charter may not contain any provision that is inconsistent with the state constitution or statutes, a restriction that still leaves these cities with more "home rule" than the cities of any other state in the nation, according to a report by the Advisory Commission on Intergovernmental Relations, a federal research body.
The charter granted by the Congress in 1837 to San Augustine, however, provided that the board of aldermen could pass any ordinance for the benefit of its inhabitants as long as it did not conflict with the laws or constitution of the Republic.

 Home Rule and Ireland
Home Rule effectively started in Ireland in 1870 but in British politics, Gladstone was converted to it in the 1880's.
The leader of the Irish Nationalist Party, John Redmond, had stated quite clearly in 1910 that it was the Lord’s veto alone that came between Ireland and a successful Home Rule bill.
By 1911, the Unionists were led by Arthur Bonar Law who was against Home Rule.

NodeWorks - Encyclopedia: Home Rule Act 1914
The Government of Ireland Act 1914, more generally known as the Third Home Rule Act (or Bill) or the (Irish) Home Rule Act 1914, was an Act of Parliament passed by the British House of Commons in May 1914 which sought to give Ireland internal self-government within the United Kingdom of Great Britain and Ireland.
New British prime minister David Lloyd George responded by replacing the never-implemented Home Rule Act 1914 by a new (and final) law, the Government of Ireland Act 1920, which partitioned Ireland into Northern Ireland and Southern Ireland, each with a bicameral legislature and an executive presided over by a shared royal representative, the Lord Lieutenant.
It was never implemented and was eventually replaced by the Government of Ireland Act 1920, granting in the first place, Home Rule to Northern Ireland.

 WorldNetDaily: Judges rule against home-schoolers
The North Carolina Court of Appeals ruled in a split decision that the parents of a 2-year-old "streaker" should have complied with a social worker's demands to enter the home and privately interview all their children.
We will argue before the state Supreme Court that this is a search and is subject to the Constitution.
During the trial court proceedings, Cleveland County District Judge Anna Foster excluded testimony regarding the circumstances of the toddler's "streaking" episode as irrelevant, saying the case centered on the parents' interference with an investigation.

The Council of the District of Columbia is the legislative branch of local government established by the District of Columbia Home Rule Act of 1973" enacted by Congress and ratified by District voters.
Finally, in 1973, the Home Rule Act passed in Congress, and District residents approved it in a special referendum the next year.
The powers and duties of the Council are comparable to those held by state, county and city legislatures, including the authority to adopt laws and to approve the District's annual budget submitted by the Mayor.

Is Home Rule The Answer? Clarifying The Influence Of Dillon's Rule On Growth Management
Conversely, legislatures in home rule states can pass laws that restrict municipalities from engaging in exclusionary practices or other activities that appear to undermine important state objectives.
Does "Dillon's Rule," a little-known judicial doctrine named for a 19th-century Iowa Supreme Court justice, preclude robust local action to curb sprawl?
Maryland, Washington, and Wisconsin, for example, have all implemented strong programs that give local and county governments the tools and incentives to manage or channel growth-even though Dillon's Rule prevails in each state.

According to the Court: “At the very core of the Fourth Amendment stands the right of a man to retreat into his own home and there be free from unreasonable governmental intrusion.

Home Rule charter plan criticized at meeting
The Home Rule charter would be the guiding document used to implement a series of reforms to restructure the county government if voters approve the move in next month's election.
Three representatives of the study commission that created the charter attended the event — two, Frederick Reed and Nancy Walters, have been critics of the charter, and the third was John Boback, who served as the primary author of the charter document.
The most visible reform proposed in the document would be a move to replace the current board of three full-time county commissioners, all elected countywide, with a board of seven part-time commissioners.

Whereas states in a federal system of government (e.g., Federal Republic of Germany and the United States of America) have a guaranteed constitutional existence, a devolved home rule system of government is created by ordinary legislation and can be reformed, or even abolished by mere repeal or amendment of that ordinary legislation.
