The Emperor Francis I of Austria, King Frederick William III of Prussia, and the Tsar Alexander I of Russia, signed a treaty on 26 September, 1815, by which they united in a "Holy Alliance." Although a political act, the treaty in its wording is a statement purely religious in character.
It was also considered possible that the conquerors of Napoleon had in the Holy Alliance bound themselves to the Church, which was regaining its old power, in order by its aid to oppose, for the benefit of royal and papal absolutism, the "liberal" development of States and civilization.
During the years 1814-15, a number of treaties were concluded between the various countries of Europe.

Many of the problems in contemporary Russia date from ages hold hostilities to Moscow in Muslim territories (like Chechnya) that the Russian Empire acquired at the expense of the Ottomans.
There are a lot of reasons Castlereigh might have thought the idea of a "Holy Alliance" was nonesense and definate reasons why Britain, the Turkish sultan, and the Pope refused to sign it but readily formed an alliance shortly thereafter.
