The government of the United States, established by the U.S. Constitution, is a federal republic of 50 U.S. states, the District of Columbia, and many insular areas, the largest of which are Puerto Rico, the U.S. Virgin Islands, American Samoa, and Guam.
The President is both the head of state and head of government, as well as the commander-in-chief of the military.
The laws of the United States are contained in federal legislation, collected in the U.S. Code; regulations adopted by administrative agencies empowered to do so by legislation; and judicial and agency decisions interpreting the statutes and regulations.

The Basic Law of the Federal Republic of Germany, the country's federal constitution, stipulates that the structure of each Federal State's government must "conform to the principles of republican, democratic, and social government, based on the rule of law" (Article 28[1]).
The relationship between the legislative and executive branches mirrors that in the federal system: the legislatures are popularly elected for four or five years (depending on the state), and the Minister-President is then chosen by a majority vote among the Landtag's members.
Politics at the state level often carry implications for federal politics.

 States' Rights, Federal Wrongs
The states have duties which correspond to those rights, but these duties are owed to the citizens of the states, not the federal government.
The States are told to go along with the program 'or else.' Once the federal government has offered matching funds, it is unlikely, as a practical matter, that a member of the State Legislature will turn down his State's fair share of revenue collected from all of the States.
So, both Madison and Hamilton believed that states have a right to act or not to act, as they see fit, in the areas reserved to them by the Constitution.
