The Balkan wars of the 1990s showed how weak European governments were when they tried to act alone.
In April 2004, European defence ministers agreed that, by 2007, the EU should be able to use nine 'battle groups', each consisting of 1,500 troops, and deployable within two weeks.
European governments need to make a searching assessment of the kinds of additional tasks they want their armies to perform, alongside traditional peacekeeping.

Paris, 1 December – The WEU Assembly on Tuesday advocated the creation of a “space” division in the European Defence Agency in order to deal, in liaison with the European Space Agency, with the specific requirements of space-based systems for the ESDP.
Regretting the fact that European cooperation in the field of defence space capabilities suffers from “duplication of effort and the fragmentation of financial and technical resources” the Assembly recommends the development of “a policy of interoperability and of exchanging capacities between existing European space-based systems”.
It also created the Assembly, which is composed of 370 national parliamentarians from 28 European countries including all the EU member states as well as the EU and NATO candidate countries.

 European Defence Agency Briefs Industry On Long-Endurance UAV Needs

The European Defence Agency has briefed more than 50 European industrial companies on two critical technology areas for long-endurance Unmanned Air Vehicles (LE-UAVs) for which it intends to contract initial technology demonstration studies by the end of the year.
The meeting in Brussels on 6 July, organised by the Agency's Research & Technology Directorate, was a major milestone in the EDA's work on LE-UAVs, one of its four flagship programmes for 2005.
