Critics of the Constitution point out that, compared to many existing national constitutions (such as the 4,600-word United States Constitution), the European Constitution is very long, at over 60,000 words in its English version, including declarations and protocols.
The Constitution specifies that the EU is a union of member states, and that all its competences (areas of responsibility) are voluntarily conferred on it by its member states according to the principle of conferral.
The constitutional treaty was signed by representatives of the member states on October 29, 2004, and is now in the process of ratification by all of the member states.

A new Constitution in 1922 meant that twenty six counties became the independent ‘Irish Free State.’ Six other counties in Northern Ireland remained part of the United Kingdom, and this has, of course, been the subject of great controversy since then.

Labour is facing pressure from its own members and voters for a referendum on the proposed European constitution, a senior Labour MP says.
The re-drafting of the constitution has been prompted by the EU's forthcoming expansion, and the deadline date for European ministers to wrap up the debate is 17 June.

France will hold a referendum on the European Constitution in the spring, President Jacques Chirac announced today, calling on government ministers to work for a yes vote.
But first, the two houses of France’s parliament will vote formally in March to a revision of the French Constitution, needed to accommodate the expanded powers of the European Union, Justice Minister Dominique Perben said.
Chirac told ministers at the first Cabinet meeting of the year that the bill revising the French constitution will also strengthen the parliament’s “intervention powers” in setting down European legislation.

I would like to alert you to that fact that Irish citizens living abroad throughout the European Union are being denied their right to vote in the upcoming referenda on the proposed European Constitution.
May 2005, the rest can vote from Ireland by nominating a proxy in France.
