Under the Constitution, each state is authorized to choose electors for president and vice president, the number always being the same as the combined number of U.S. senators and representatives allotted to that state.
Makeup and operation of the electoral college itself are tightly defined by the Constitution, but the method of choosing electors is left to the states.
Because of the aggregation of electoral votes by state, it is possible that a candidate might win the most popular votes but lose in the electoral college voting.

If nobody got a majority of the electoral college, the votes of losing candidates would be transferred to those voters' secondary choices, and the electoral vote would be recomputed.
The recent presidential election has re-raised the question of electoral college reform, since the presumptive winner of the electoral college lost the popular vote, like Benjamin Harrison did in 1888.
It would mean that the electoral college vote, within the limitations of roundoff error due to having only 538 votes total, would much more accurately reflect the popular mandate coming from the states.

The electoral system the Assembly members propose for the province is BC-STV, short for British Columbia Single Transferable Vote.
