Slovakia highest judicial body is the Constitutional Court ( Ústavný súd), which rules on constitutional issues.
The Slovak head of state is the president, elected by direct popular vote for a five-year term.
Slovakia's highest legislative body is the 150-seat unicameral National Council of the Slovak Republic ( Národná rada Slovenskej republiky).

After the elections, on December 18, the power of the regional administrations was further strengthened by an amendment to the original law on regional administration that was adopted in July.
Unlike national elections, which are held according to a proportional electoral system, the electoral law passed in July established a majority system for the regional elections.
In the country's first elections since 1998, the opposition party Movement for a Democratic Slovakia (MDS), led by the controversial and autocratic former prime minister Vladimir Meciar, won a sweeping victory in the ballot for new regional governments.

Prior to the September 1998 parliamentary elections, the Parliament was unable to muster up the necessary three-fifths majority needed to replace the country's first president, Michal Kovac, and after the expiration of his five-year term in March 1998, presidential powers were transferred to the prime minister, with some later shared with the parliamentary chairman.
Although many Slovaks are convinced that no candidate is able to defeat Schuster for the presidency, the elections will in any case be important for the country's future.
Although the four parties combined have a three-fifths majority and could have elected a President through the Parliament, they chose instead to fulfill their pre-election promises and hold direct presidential elections.

With respect to the State party's claim that had the Constitutional Court declared the elections invalid it would have brought Auncertainty into the public life of our society, the author stresses that it is in the best interest of the public to ensure adherence to the Constitution and human rights.
He also submits that he received legal advice to the effect that he could not have taken an action in the Constitutional Court until the elections had taken place as prior to that there was no infringement of his constitutional rights, only a violation of the electoral law.
This law allows the National Council of the Slovak Republic to call new elections, no later than a week after the announcement of election results, if such elections were not in accordance with law.

While the election results and the ensuing regional support of nearby countries bodes well for Slovakia's foreign relations, Meciar's absence from the inauguration ceremony signals a bitterness about the outcome of the elections and a refusal to bury the hatchet.
As expected, on 29 May 1999, Rudolf Schuster defeated former Prime Minister Vladimir Meciar in the run-off elections for the Slovak presidency.
The former actress who came in third in the initial elections, Magda Vasaryova, urged her supporters to vote for Schuster and helped tip the scales in Schuster's favor.

Interestingly, the turnout for the first and second rounds of the presidential elections in May 1999 (73.9 and 75.45% respectively) were markedly lower than in 1998.
Even in 1998 HZDS obtained 27% of the votes and Meciar managed to rally 37.2% of Slovak voters around his name during the first round of this year's presidential elections.
The willingness of the HZDS and the SNS to give up the role of "anti-system" parties and act as a constructive and responsible parliamentary opposition will be a key determinant of Slovakia's political development.

Prague, 19 September 2002 (RFE/RL) -- As in all four previous parliamentary elections in Slovakia since the collapse of communist rule nearly 13 years ago, amateur boxer-turned-populist politician Vladimir Meciar is expected to finish first.
Meciar's Movement for a Democratic Slovakia, or HZDS, though still in first place in most polls, has slumped from 27 percent support four years ago to about 19 percent at present.
Slovakia under Dzurinda's rule, however, has made noticeable strides in establishing the rule of law, although the prime minister's party, the Slovak Christian Democratic Union (SKDU), is unlikely to get more than 10 percent of the vote.
