UN-supervised elections were held in 1989; SWAPO won a majority of the parliamentary seats, and party leader Sam Nujoma was elected president.
South Africa's attempt to repress political opposition was met with SWAPO's extensive boycott of the Bantustan elections in Ovamboland in 1973.
A constitution was adopted in Feb., 1990, and Namibia became independent on Mar. 21, 1990.

In his own statement, the Secretary-General, after paying tribute to the role played in the elections by the voters, the political parties, the South African authorities and UNTAG, said: "Namibia must become a united nation where the inhabitants of all political persuasions will be able to enjoy their inalienable rights without fear or favour.
In his final report to the Security Council, on 28 March 1990, the Secretary-General reported: "Thus was achieved, in dignity and with great rejoicing, the goal of independence for Namibia for which the United Nations and its Member States have striven for so long".
In the period between the elections and independence, the Administrator-General remained responsible for the administration of the Territory, and his activities continued to be monitored by UNTAG and discussed as necessary with him by the Special Representative.

The EISA Election Observer Mission is composed of 30 members drawn from electoral commissions, civil society organisations, the media institutions, office of the ombudsman, political parties from various SADC member-states namely, Angola, Botswana, the Democratic Republic of Congo, Lesotho, Mozambique, South Africa, Tanzania, Zambia and Zimbabwe.
The Namibian Electoral Act stipulates the manner in which voter registration is to be undertaken and how and when the voters' roll is supposed to be made public for inspection by voters and parties.
