There is clearly a concentration of high ranking districts of Pakistan in the Punjab province (in terms of HDI).
Islamabad (a federally administered territory), is Pakistan’s capital city, and has a greater weight of affluent citizens in its population with a far better social infrastructure than in any province of Pakistan.
Significantly the intra provincial disparity in district HDI is greater in the provinces of NWFP and Baluchistan where overall development is lower compared to the more developed provinces of Punjab and Sind.

DSD examines service delivery in a number of different sectors at the district and tehsil level: health, education, water and sanitation, access to justice, public expenditure, political decentralization and administrative restructuring.

 UN to spend $10m for mother, child health care in Pakistan - Irna
The United Nations World Food Programme (WFP) and the United Nations Children's Fund (UNICEF) will work jointly in selected first level health care government facilities in eight common districts in Pakistan, WFP said.
Under the agreement, WFP and the UNICEF will work within their mandates to complement each other, which will assist the Government in efficiently achieving the Millennium Development Goals (MDGs).
The joint mother and child health programme focuses on eight districts of three provinces with the estimated value of 10 million dollars, a WFP statement said.
