There will be a new, dedicated government department for the territories, presided over by Baroness Symons, the new minister for Overseas Territories.
Addressing the Dependent Territories Association, Mr Cook told the visiting chief ministers that the right to self determination in dependent territories was "paramount", indicating that Britain will not block any bid for independence.

Children born to British citizen parents on and after 21 May 2002 will automatically be British citizens at birth if they are born in an Overseas Territory or the UK.
The change of name from British Dependent Territories citizen (BOTC) to British overseas territories citizen (BOTC) happened on 26 February 2002, the day that the new law received Royal Assent.
If the stepfather became a British citizen on 21 May 2002 and subsequently adopted the children in either the United Kingdom or an Overseas Territory other than the SBAs, the children will have become British citizens on the date of their adoption.

Many territories’ former colonizers did not grant them any sort of political freedoms until anywhere from 15 years to 1 year before independence was granted.
Chapter XI of the UN Charter refers to the obligation of member states to assist the territories “in the progressive development of their free political institutions.” In accordance with the Charter, the General Assembly adopted the Declaration on the Granting of Independence to Colonial Countries & Peoples on 14 December 1960.
First Spain and Portugal were the forerunners but eventually England, France and the Netherlands decided to take part.

Unfortunately it would seem from the recent comments of Baroness Symons, the British minister responsible for the dependent territories, that her response is no different from that of her Conservative predecessors.
What is needed now, on the part of British ministers, is creativity and courage to ask difficult questions about the relationship with dependent territories in the next millennium.
They point out that they have advanced constitutions, universal suffrage, the ending of grant in aid, and institutions of government run almost exclusively by island or Caribbean citizens.

There are fourteen British overseas territories: Anguilla, Bermuda, British Antarctic Territory, British Indian Ocean Territory, British Virgin Islands, Cayman Islands, Falkland Islands, Gibraltar, Montserrat, Pitcairn Islands, St Helena and Dependencies, South Georgia and the South Sandwich Islands, the Sovereign Base Areas of Akrotiri and Dhekelia in Cyprus, and the Turks and Caicos Islands.
Finally, it is significant that Baroness Rawlings is proposing that the Act not come into force in a territory until the territory itself ratifies it.
It has now has its second reading in Parliament and it is just a matter of time now before the Secretary of State declares that the law has been passed and all nationals of the remaining territories are British citizens and I do have a lot of concerns about the issue.
