The federal district court conceded that the Mississippi Supreme Court had found that the state chancery court did have jurisdiction in this case, but reached its own conclusion that the Mississippi Supreme Court’s decision was not supported by Mississippi law.
The court enjoined use of the districts for the 2002 election, but stayed its order unless and until the stay was removed by the North Carolina Court of Appeals or North Carolina Supreme Court, and also until the order was precleared under § 5 of the Voting Rights Act.

In the 1980s redistricting, the northern half of this district (Inyo County) was lumped together with most of Kern and San Luis Obispo counties and a sliver of Republican Los Angeles County to form a wildly gerrymandered district (the 20th) meant to concentrate Republicans.
