Boateng was born in London of mixed Ghanaian and Scottish heritage, but lived in Ghana, where his father became a cabinet minister under Kwame Nkrumah, until the 1966 coup that ousted Nkrumah.
With Labour's victory, Boateng became the UK's first black government minister, as Parliamentary Under Secretary of State at the Department of Health.
In 1992 he became shadow minister for the Lord Chancellor's department, a post he held until the 1997 general election.

If confirmed by the Senate, Snow will replace O'Neill, the former ALCOA chief who abruptly resigned last Friday amid criticism for his failure to effectively promote the White House's economic policies.
The 63-year-old railway chief previously served as an assistant secretary and undersecretary at the Transportation Department in the Ford administration during the mid-1970s.

 Big names join Awards panel line-up - Management Consultancy
The new chief executive of the Football Association, the head of the National Audit Office and the shadow chief secretary to the Treasury are all on the judging panel for this year's Accountancy Age Awards.
Joining e-envoy Andrew Pinder on the software awards judging panel will be BASDA chief executive Dennis Keeling, ICAEW IT faculty technical manager Paul Booth, Baker Tilly partner John Oates and Accountancy Age contributor Dennis Howlett.
As well as the FA's Mark Palios, Sir John Bourn and Tory frontbencher Howard Flight, the judging panel includes CIMA president Claire Ighodaro, Inland Revenue head of policy Dave Hartnett and former Railtrack MD Steven Marshall.
