As with the appointment of Ministers, it is a matter of constitutional convention that the Governor-General acts on the advice of the Prime Minister in dismissing Ministers or accepting their resignations.
An Associate Minister who is not already a member of a Cabinet committee in his or her own right may attend the committee at the discretion of, and to represent the interests of, the appropriate portfolio Minister.
Similarly, if there is a temporary vacancy in a portfolio or the Minister is unexpectedly incapacitated, the Prime Minister may appoint a Minister to act in the portfolio until a formal appointment is made, or the Minister is able to return to his or her duties.
