527 group - Wikipedia, the free encyclopedia
Under federal election law, coordination between an election campaign and a 527 group is not allowed.
Because 527 organizations do not make expenditures to directly advocate the election or defeat of any candidate for federal elective office they avoid regulation by the Federal Elections Commission.
For example, Washington attorney Joe Sandler simultaneously represents the Democratic National Committee and a 527 group airing anti-Bush ads, the MoveOn.org Voter Fund.

Silent Partners - The Center for Public Integrity
At least one 527 group figured prominently in a campaign earlier this year on behalf of a federal court nominee being considered by the U.S. Senate.
"People associated with labor groups, environment groups, abortion rights groups are all by definition of one mind on their issue, which is not true of a shareholder who invests in GM," said Trevor Potter, a former FEC commissioner who is part of the legal team defending the new federal campaign law before the Supreme Court.
Now separated from their respective national parties, the groups have raised millions in 2003 to influence gubernatorial contests in three states — most notably in Mississippi — and in California's recall election.

Otherwise, it must file either with the government of the state in which it is located or the Internal Revenue Service.

 What is a 527 Organization?
As mentioned, these provisions are under attack in the courts at the time of this writing.
According to the IRS, a Section 527 (§527) organization is an organization that is created to receive and disburse funds to influence or attempt to influence the nomination, election, appointment or defeat of candidates for public office.
Unlike PACs regulated by the Federal Election Commission, a §527 organization is governed by the rule in §527 of the Internal Revenue Code (hence the name).  This section of the Internal Revenue Code has many of the same basic requirements as the FEC regulations, including registration and regular filing schedules.
