Lenin was sent back to Russia by the far-right-wing military dictatorship of Germany headed by Hindenburg and Ludendorff (usually known as the Third Supreme Command).
It was also the Third Supreme Command that funnelled covert support to Lenin, and eagerly signed the Brest-Litovsk agreements (of which Ludendorff himself was a prime mover on the German side).

In 1931 Zhang expressed his repentance and was sent back to China by the Comintern to clean up the mess left by the power struggle between 28 Bolsheviks, Li Lisan and other old CPC members.
It was thanks to his fame and popularity in the communist world that he wasn't executed or exiled like other dissidents at that time.
