DECLARATION OF CONSCIENCE ON SOUTH AFRICA, 1957
That "all are equal before the law and are entitled without any discrimination to equal protection of the law." The Government of the Union of South Africa has denied the equality of its people before the law and written inequality into the law.
That "everyone has the right to leave the country, including his own, and to return to his country." The Government of the Union of South Africa has denied to many of its leading citizens the right to leave their own country.
That "everyone has the right to take part in the government of his country." Only one-fifth of the citizens of South Africa control the Government and have forcibly denied participation in it to the remaining four-fifths who constitute the majority.

South Africa: The Making of U.S. Policy, 1962-1989
Throughout his tenure, President Reagan studiously avoided criticizing the South African government, repeatedly praising the Botha Administration for making substantial reforms despite the overwhelming evidence of the continued and extensive exploitation and oppression of the black majority in South Africa.
In the wake of international censure of South Africa following the 1977 death in prison of Black Consciousness leader Steve Biko, the United States introduced regulations barring the export of all commodities or technology to the South African military and police.
A gradual relaxation of restrictions on arms sales to South Africa was, in large part, reversed in the early 1970s, under President Nixon.

From peaceful nuclear research to building the Bomb
In 1975 Pretoria militarily intervened against the Soviet-backed MPLA government in the Angolan civil war with tacit support of the US Secretary of State, Henry Kissinger, and tangible support of covert US funding, but the US was soon forced to withdrew its support when the US Congress and the public learned of the covert aid.
What they had not counted on was the dual challenge of rising internal resistance by the black majority (led by the African National Congress - ANC), and international ostracism caused by the apartheid policy.
Immense diplomatic pressure descended on the South African government, who received strongly worded demarches from several states, including the US, the Soviet Union, France and the UK.

Japhet died in 1957, not long after this experimental tour.
The complete failure of the team was virtually Rugby League's death warrant in South Africa.
This is a sad conclusion to the careers of men who had not so long before been regarded as national heroes.
