The Delaware and Chesapeake were declared in a state of blockade on December 26, 1812.
On June 1, 1812 U.S. President James Madison gave a speech to the U.S. Congress, recounting American grievances against Great Britain, though not specifically calling for a declaration of war.

On June 18, 1812, President James MADISON signed a declaration of war that Congress--with substantial opposition--had passed at his request.
The Treaty of Ghent, which ended the War of 1812 but resolved none of the issues that started it, had been signed in Europe weeks before the action on the Chalmette Plantation.
American frigates won a series of single-ship engagements with British frigates, and American privateers continually harried British shipping.

This is probably a case of artistic license, with Tchaikovsky using musical themes that would have been familiar to his audience.
Despite the name, the composition has no historical connection with the War of 1812 between the United States and England, although it is often performed in the US alongside other patriotic music.

After his victory in the War of 1812, Perry was promoted to the rank of Captain and given command of the new frigate JAVA.

As a part of the British Empire, Upper Canada was unable to escape this broader conflict and when, on June 18, 1812, the United States declared war on Britain, Canada was brought to the front line of what had become a world war.

During the War of 1812, while a large force of British naval vessels kept a large portion of the American Navy bottled up in the Elizabeth River, British Navy Rear Admiral Sir George Cockburn led a small fleet in the Chesapeake Bay, harassing local ports and shipping.
To combat this force, Joshua Barney, an American naval hero of the Revolutionary War, devised a Chesapeake Flotilla of small boats and barges manned and armed to engage Admiral Cockburn's ships.

 Classical Net - Tchaikovsky - 1812 Overture
Though far from Tchaikovsky's most important or impressive work, the "1812 Overture" is undoubtedly his best known piece.
The Boston event became the first to play the overture as part of a Fourth of July celebration.
Tchaikovsky himself didn't feel much enthusiasm for the work while he was composing it, and if it were not for a lucrative commission for a ceremonial overture to celebrate the 70th anniversary of Russia's victory over Napoleon in 1812, it is unlikely that Tchaikovsky would have composed the overture on his own initiative.
